What does 'regulated crypto assets' mean?

The phrase is used as a compliment, a product category and a legal conclusion. Only one of those uses is safe.

Search for a token and you will eventually find the word 'regulated'. Sometimes it means a legal person holds a licence to provide a service. Sometimes it means a white paper was notified. Sometimes it means a trust company in New York issued the instrument. Sometimes it means a marketing team liked the adjective. These are not the same fact.

A working definition

For RCA, a regulated crypto asset is a digital asset whose issuance, offering, intermediation, custody or settlement sits inside an identifiable legal perimeter—securities law, e-money and payments law, a crypto-asset statute such as MiCA, a virtual-asset licensing regime, or a combination—and for which public evidence of that perimeter can be cited. The unit of analysis is not the ticker. It is the activity plus the entity plus the instrument plus the jurisdiction.

  • Stablecoins, e-money tokens and asset-referenced tokens.
  • Tokenised money-market funds and Treasuries.
  • Tokenised private credit, bonds, equities and funds.
  • Tokenised real estate and revenue-linked instruments.
  • Security-token and digital-securities infrastructure.
  • Exchange, custody, settlement and collateral tokens.
  • Network tokens only where a regulated offering, governance or market-structure issue is material.
  • ETFs, ETPs and wrappers where crypto exposure meets a regulated market.

What the word does not mean

It does not mean safe. It does not mean approved for retail in every country. It does not mean the reserve assets are as described yesterday. It does not mean the beneficial owners are known. A MiCA white paper, a NYDFS trust charter, an MAS DPT licence and an FCA promotion approval each prove something different, and each is silent on something else.

What this proves

Multiple, non-equivalent legal perimeters now apply to digital-asset issuance and services across major jurisdictions.

What it does not prove

That there is a single global category of 'regulated tokens' that can be ranked or certified.
